First it was the Department of Homeland Security, then it was the National Oceanic and Atmospheric Administration, and now the Social Security Administration is set to purchase 174,000 rounds of hollow point bullets that will be delivered to 41 locations across the country.

A solicitation posted by the SSA on the FedBizOpps website asks for contractors to supply 174,000 rounds of “.357 Sig 125 grain bonded jacketed hollow point pistol ammunition.”

An online ammunition retailer describes the bullets as suitable “for peak performance rivaling and sometimes surpassing handloads in many guns,” noting that the ammo is “a great personal defense bullet.”

The synopsis to the solicitation adds that the ammunition is to be shipped to 41 locations within 60 days of purchase. A separate spreadsheet lists those locations, which include the Social Security headquarters in Baltimore, Maryland as well as major cities across the country including Los Angeles, Detroit, Oklahoma City, Dallas, Houston, Atlanta, Denver, Philadelphia, Pittsburgh and Seattle.

Hollow point bullets are designed to expand as they enter the body, causing maximum damage by tearing apart internal organs.

It’s not outlandish to suggest that the Social Security Administration is purchasing the bullets as part of preparations for civil unrest. Social security welfare is estimated to keep around 40 per cent of senior citizens out of poverty. Should the tap run dry in the aftermath of an economic collapse which the Federal Reserve has already told top banks to prepare for, domestic disorder could ensue if people are refused their benefits...

Why would the National Weather Service need to purchase large quantities of powerful ammo? That’s the question many are asking after the federal agency followed in the footsteps of the Department of Homeland Security in putting out a solicitation for 46,000 rounds of hollow point bullets.

A solicitation which appears on the FedBizOpps website asks for 16,000 rounds of .40 S&W jacketed hollow point (JHP) bullets, noted for their strength, to be delivered to locations in Ellsworth, Maine, and New Bedford, Mass.

A further 6,000 rounds of S&W JHP will be sent to Wall, New Jersey, with another 24,000 rounds of the same bullets heading to the weather station in St. Petersburg, Florida.

The solicitation also asks for 500 paper targets to be delivered to the same locations in Maine, Massachusetts and New Jersey.

The National Weather Service is is one of six scientific agencies that make up the National Oceanic and Atmospheric Administration (NOAA).

The NWS is following its federal counterpart the DHS in securing large quantities of ammo. Back in March,Homeland Security purchased 450 million rounds of .40-caliber hollow point bullets that are designed to expand upon entry and cause maximum organ damage, prompting questions as to why the DHS needed such a large amount of powerful bullets merely for training purposes.

As the Business Insider notes, hollow point bullets have been “illegal in international warfare since 1899.”

The DHS is also planning to purchase a further 750 million rounds of different types of ammo in a separate solicitation that also expires on August 20, including 357 mag rounds that are able to penetrate walls.

The DHS recently put out an order for riot gear in preparation for the upcoming DNC, RNC and presidential inauguration. The U.S. Army is also busy buying similar equipment...

UPDATE: The Washington Post now reports, via a statement from NOAA spokesman Scott Smullen, that the original solicitation contained a “clerical error” and that the “solicitation for ammunition and targets for the NOAA Fisheries Office of Law Enforcement mistakenly identified NOAA’s National Weather Service as the requesting office.” This still doesn’t explain why hollow point bullets, designed to cause maximum organ damage, are needed for shooting at paper targets. Was the delivery of the bullets to the NWS a cover for them being transferred somewhere else? It’s entirely possible given the sordid history of Fast and Furious, a federal government program under which guns were sent directly to Mexican drug cartels.

The TSA, DHS and countless other security agencies have been established to keep America safe from terrorist attacks in post-9/11 America. How far beyond that does the feds’ reach really go, though?

The attacks September 11, 2001, were instrumental in enabling the US government to establish counterterrorism agencies to prevent future tragedies. Some officials say that they haven’t stopped there, though, and are spying on everyone in America — all in the name of national security.

Testimonies delivered in recent weeks by former employees of the National Security Agency suggest that the US government is granting itself surveillance powers far beyond what most Americans consider the proper role of the federal government.

In an interview broadcast on Current TV’s “Viewpoint” program on Monday, former NSA Technical Director William Binney commented on the government’s policy of blanket surveillance, alongside colleagues Thomas Drake and Kirk Wiebe, the agency's respective former Senior Official and Senior Analyst.

The interview comes on the heels of a series of speeches given by Binney, who has quickly become better known for his whistleblowing than his work with the NSA. In their latest appearance this week, though, the three former staffers suggested that America’s spy program is much more dangerous than it seems.

In an interview with “Viewpoint” host Eliot Spitzer, Drake said there was a “key decision made shortly after 9/11, which began to rapidly turn the United States of America into the equivalent of a foreign nation for dragnet blanket electronic surveillance.”

These powers have previously defended by claims of national security necessity, but Drake says that it doesn’t stop there. He warns that the government is giving itself the power to gather intel on every American that could be used in future prosecutions unrelated to terrorism.
“When you open up the Pandora’s Box of just getting access to incredible amounts of data, for people that have no reason to be put under suspicion, no reason to have done anything wrong, and just collect all that for potential future use or even current use, it opens up a real danger — and to what else what they could use that data for, particularly when it’s all being hidden behind the mantle of national security,” Drake said.

Although Drake’s accusations seem astounding, they corroborate allegations made by Binney only a week earlier. Speaking at the Hackers On Planet Earth conference in New York City earlier this month, Binney addressed a room of thousands about the NSA’s domestic spying efforts. But in a candid interview with journalist Geoff Shively during HOPE, the ex-NSA official candidly revealed the full extent of the surveillance program.

“Domestically, they're pulling together all the data about virtually every U.S. citizen in the country and assembling that information, building communities that you have relationships with, and knowledge about you; what your activities are; what you're doing. So the government is accumulating that kind of information about every individual person and it's a very dangerous process,” Binney said.

Drake and Binney’s statements follow the revelation that law enforcement officers collected cell phone records on 1.3 million Americans in 2011. More news articles are emerging every day suggesting that the surveillance of Americans — off-the-radar and under wraps — is growing at an exponential rate.

Somebody out there has decided that the Department of Homeland Security needs a whole lot of ammunition. Recently it was announced that ATK was awarded a contract to provide up to 450 MILLION hollow point bullets to the Department of Homeland Security over the next five years.

Is it just me, or does that sound incredibly excessive? What in the world is the DHS going to do with 450 million rounds? What possible event would ever require that much ammunition? If the United States was ever invaded, it would be the job of the U.S. military to defend the country, so that can’t be it. So what are all of those bullets for? Who does the Department of Homeland Security plan to be shooting at? According to the U.S. Census, there are only about 311 million people living in the entire country. So why does the Department of Homeland Security need 450 million rounds of ammunition? Either this is an incredible waste or there is something that the Department of Homeland Security is not telling us.

I could understand if the U.S. military was ordering ammunition in this quantity. When you fight wars you can go through ammunition very rapidly.

But the Department of Homeland Security is only supposed to be shooting at people very rarely.

It simply does not make sense that they would need so much ammunition. 

The following is an excerpt from the official press release about this deal between ATK and the Department of Homeland Security….

     ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) 
     agreement from the Department of Homeland Security, U.S. Immigration and Customs 
     Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 
     months, includes four option years, and will have a maximum volume of 450 million   
     rounds.

     ATK was the incumbent and won the contract with its HST bullet, which has proven itself in   
     the field. The special hollow point effectively passes through a variety of barriers and 
     holds its jacket in the toughest conditions. HST is engineered for 100-percent weight 
     retention, limits collateral damage, and avoids over-penetration.

     “We are proud to extend our track record as the prime supplier of .40 caliber duty 
     ammunition for DHS, ICE,” said Ron Johnson, President of ATK’s Security and Sporting 
     group.

But this is not the only kind of ammo that the DHS is placing an order for.
Business Insider is also reporting that the Department of Homeland Security is seeking to buy 175 million rifle ammunition rounds….

     We’ve also learned that the Department has an open bid for a stockpile of rifle ammo. 
     Listed on the federal business opportunities network, they’re looking for up to 175 million 
     rounds of .233 caliber ammo to be exact. The 223 is almost exactly the same round used 
     by NATO forces, the 5.56 x 45mm.

This all comes at a time when gun sales are absolutely going through the roof in the United States.

Gun manufacturer Sturm, Ruger & Co. recently announced that it would be suspending new orders until May because it received orders for more than one million guns during the months of January and February.

The following announcement about this suspension of sales comes from their official website….

• The Company’s Retailer Programs that were offered from January 1, 2012 through   February 29, 2012 were very successful and generated significant orders from retailers to independent wholesale distributors for Ruger firearms.

• Year-to-date, the independent wholesale distributors placed orders with the     Company for more than one million Ruger firearms.

• Despite the Company’s continuing successful efforts to increase production rates, the incoming order rate exceeds our capacity to rapidly fulfill these orders. Consequently, the Company has temporarily suspended the acceptance of new orders.  

• The Company expects to resume the normal acceptance of orders by the end of May 2012.

Since Barack Obama first took office, gun sales in America have risen to extraordinary levels.
Overall, more than 10 million guns were sold in the United States during 2011.

And gun sales have continued to rise at a brisk pace in 2012. The following was recently posted on Yahoo News….

     The NSSF said that 920,840 instant criminal background checks were made in January 
     alone, a gain of 17.3% over the same month in 2011. This now makes it the 20th 
     consecutive month of increases. While using the number of background checks is a good 
     measurement of sales, it doesn’t paint the whole picture as some checks are used for the 
     purchases of multiple firearms. Also, some private transfers and sales from gun shows 
     are exempt, making the actual number of guns sold higher.

According to Gallup, 41 percent of all Americans said that they owned a gun in 2010. But when that question was asked again in 2011, that number had risen to 47 percent.
Clearly, a lot of Americans are feeling the need to arm themselves.

Unfortunately, they may find themselves short on ammunition for those guns considering how much ammo the government is buying up.

So what is causing everyone to buy so many guns?

Well, without a doubt we are likely to see a rise in crime as the U.S. economy continues to crumble.  People want to be able to protect themselves and their families when everything falls apart.  In fact, we are already starting to see some really violent home invasions in many parts of the nation.  Many in the prepper movement are deeply concerned about the direction this country is headed and they want to be prepared for whatever happens.

Of course the rising gang problem in America is a major concern too.  According to the FBI there are now 1.4 million gang members living in the United States, and that number has increased by 40 percent since 2009.  Many urban communities have essentially been taken over by these gangs, and many of these gangs are definitely not shy about using violence.  Average Americans that live in these communities want to be able to have a fighting chance against these gangs.

But that doesn't explain why the DHS needs so much ammunition.  Yes, our world is becoming increasingly unstable, but under what conditions does the DHS ever anticipate firing off 450 million rounds?
