(Reuters) - Hundreds of millions of people across India were left without power on Tuesday in one of the world's worst blackouts, trapping miners, stranding train travellers and plunging hospitals into darkness when grids collapsed for the second time in two days.

Stretching from Assam, near China, to the Himalayas and the northwestern deserts of Rajasthan, the outage covered states where half of India's 1.2 billion people live and embarrassed the government, which has failed to build up enough power capacity to meet soaring demand...

BAGHDAD — US auditors have concluded that more than $200 million was wasted on a program to train Iraqi police that Baghdad says is neither needed nor wanted.
The Police Development Program- which was drawn up to be the single largest State Department program in the world - was envisioned as a five-year, multibillion-dollar push to train security forces after the US military left last December. But Iraqi political leaders, anxious to keep their distance from the Americans, were unenthusiastic.

A report by the Special Inspector General for Iraq Reconstruction, released Monday, found that the American Embassy in Baghdad never got a written commitment from Iraq to participate. Now, facing what the report called Baghdad's "disinterest" in the project, the embassy is gutting what was supposed to be the centerpiece of ongoing US training efforts in Iraq.

According to the report, the embassy plans to turn over the $108 million Baghdad Police College Annex to Iraqis by the end of the year and will stop training at a $98 million site at the US consulate in the southern city of Basra. Additionally, the number of advisers has been cut by nearly 90 percent - from 350 to 36.

"A major lesson learned from Iraq is that host country buy-in to proposed programs is essential to the long-term success of relief and reconstruction activities. The PDP experience powerfully underscores that point," auditors wrote in a 41-page summary of their inspection. An advance copy was provided to The Associated Press.

Auditors noted that it "has clearly been difficult" for American diplomats to secure a solid commitment from Iraq's government to participate in the training program. Still, the report concluded, "the decision to embark on a major program absent Iraqi buy-in has been costly" and resulted in "a de facto waste."

The findings call into question funding needs at the largest US embassy in the world, as the Obama administration prepares its new spending plan for the 2013 fiscal year that begins Oct 1. While auditors said it's unknown how much the embassy in Baghdad is requesting, additional money for the police program "may not be needed."

Despite years and billions of dollars of training, Iraq's police force remains a vulnerable target for militants. On Sunday, seven police were killed and nine more wounded in bombings and shootings near the former al-Qaida stronghold of Fallujah, about 64 kilometers (40 miles) west of Baghdad. It appeared to be the latest strike by the Sunni insurgency as it seeks to reclaim areas where US troops ousted them...

In some places, you get a bread, throw it to the ground and then roll it on the mud and finally you leave the bread. Soon after that, children and adults alike will run and fight for that one bread!! While we have been going to the kitchen or toilet, some people have to walk several miles daily just to get a pail full of water. When we study the life of people who are less fortunate than us, we will understand how blessed our life has been actually. At times, we may have been taking the good things we have for granted. We have to be grateful and learn to stay grateful. Let’s contribute more to charity and community service. Our life is this world is more than merely making money. Many rich people have trouble sleeping peacefully at night. Why is that so? Personally, the duty of a rich person is to help at least one poor guy. If this is practised by many, we may be able to eliminate poverty.. maybe one day. (: “Then which of the Blessings of your Lord will you both deny?” - Surah Ar-Rahmaan (Chapter 55)

Hady Linguistically means; menstruation, in arabic it means flowing.

And according to the Scholars; Natural blood that is not caused due to illness or injury, which flows from the furthermost part of the woman’s womb, whilst she is in a state of good health, at a specific time.

The Characteristics of the blood of Hayd are:

1-Thick
2-Black in colour
3-Unpleasant smell

As comes in the hadeeth: “If it is the blood of hayd then it is black and known.” (Saheeh al Jaami’-765)

Istahaadah; is chronic bleeding that is red in color (the same characteristics as normal blood) which is caused by a vein due to illness. The Prophet (pbuh) said to fatimah bint abu hubaysh: “This (i.eistihadah) is from a blood vein, not (usual) menstruation. so, when your real menstual period begins, give up performing prayer.” (Bukhari & Muslim)

Nifaas (post-partum bleeding):

It is the name for the blood that flows from the uterus after childbirth, regardless of whether the child survived or not (taken from Fiqh as-Sunnah, v.1, p.70). It was given this name because it is likened to the “breathing” of the womb or because a “nafs” has exited from it...

The country’s official state broadcaster made the revelation after weeks of speculation over the identity of a woman who has been seen accompanying Kim Jong-un at recent engagements.

South Korea’s unification ministry said yesterday that it appeared Miss Ri was the woman who had been pictured several times at Kim’s side at public events in recent weeks.

Photos aired by state television recently showed her standing beside Kim during a visit to a kindergarten, smiling as he hugged and talked to children.
Kim, the world’s youngest head of state, became leader last December following the death of his father.

A bill introduced by Rep. Ron Paul (R-Texas) to audit America’s central bank, the Federal Reserve, passed the US House of Representatives overwhelmingly Wednesday afternoon by a 327-98 vote.

Paul’s ongoing efforts to call for increased transparency in the Federal Reserve have become a hallmark of his tenure in Congress and of his current campaign for the presidency.

Rep. Paul is still vying for the GOP nomination and intends to speak at the Republican National Convention in Florida next month. And although Paul has as recently as this week refused to endorse presumptive party nominee Mitt Romney, the former Massachusetts governor has supported the congressman’s proposal to audit the Fed.

"Ron Paul's 'Audit The Fed' bill is a reminder of his tireless efforts to promote sound money and a more transparent Federal Reserve," Romney writes on his official Twitter page.

During the Wednesday afternoon vote in Washington, D.C., Paul received backing from all House Republicans but one, as well as support from 89 congressional Democrats.

Rep. Dennis Kucinich (D-Ohio), was among those on the opposing party of Paul’s that still saw reason to support the bill. "The Fed creates trillions of dollars out of nothing and gives it to banks,” Rep. Kucinich said before Wednesday’s vote. “Congress is in the dark. The Fed sets the stage for the subprime meltdown. Congress is in the dark. The Fed takes a dive on LIBOR. Congress is in the dark. The Fed doesn’t tell regulators what is going on. Congress is in the dark.”

Israel’s Defense Ministry has ordered eight Palestinian villages in the West Bank to be razed, claiming the land is needed for military training. Hundreds of Palestinians are to be displaced despite evidence that the villages have existed since 1830.

The residents of the villages, located in the southern region of Hebron, are accused of “illegal dwelling in a fire zone.” The government said in a memo to the Supreme Court on Sunday that the 1,500-plus residents will be moved to the nearby city of Yatta, Israeli newspaper Haaretz reported. The Defense Ministry has obtained evidence the Palestinians have permanent homes there...

Secret NYPD cell operated in New Brunswick, NJ and gets flushed by 911 call ?!?

“Really? In New Brunswick?” asks a baffled 911 operator as an alarmed caller reports an empty flat strewn with photos of terrorists and Muslim books. But when the FBI dashed to the scene, they find not a terrorist cell but a New York police hideout.

Nothing promised such a major embarrassment for the New York Police Department on a June day. Then the 911 telephone line of the New Brunswick Police rang. An alarmed resident of the New Jersey town was saying he had come across something very suspicious.

"There's computer hardware, software, you know, just lying around,” continued the caller. “There's pictures of terrorists. There's pictures of our neighboring building that they have."

"In New Brunswick?" the dispatcher asked – still seemingly unconvinced.

Though the two were talking back in 2009, the tape of the call has only this week been obtained from the New Brunswick Police Department, following a court action by the Associated Press.

The caller, Salil Sheth, had just been doing his job, conducting a routine inspection and had come across a flat which almost screamed 9/11. Rushing to the scene, the FBI found a small apartment with no furniture or clothes, but with two computers, dozens of black plastic boxes and piles of Muslim literature on the solitary table.

A closer look at apartment No.1076 caused eyebrows to be raised even higher. This was no terrorist cell, but a secret hideout of New York City Police Department detectives, who later proved to have been gathering intelligence on the Muslim community of New Brunswick. But the NYPD had not bothered to inform local officers and agents of the operation.

The materials found at the apartment showed New York officers had been using various techniques to spy on New Brunswick Muslims. They had infiltrated mosques, eavesdropped in cafes, kept tabs on student groups, including some at Rutgers University. This had enabled the officers to build databases on virtually anything...

The TSA, DHS and countless other security agencies have been established to keep America safe from terrorist attacks in post-9/11 America. How far beyond that does the feds’ reach really go, though?

The attacks September 11, 2001, were instrumental in enabling the US government to establish counterterrorism agencies to prevent future tragedies. Some officials say that they haven’t stopped there, though, and are spying on everyone in America — all in the name of national security.

Testimonies delivered in recent weeks by former employees of the National Security Agency suggest that the US government is granting itself surveillance powers far beyond what most Americans consider the proper role of the federal government.

In an interview broadcast on Current TV’s “Viewpoint” program on Monday, former NSA Technical Director William Binney commented on the government’s policy of blanket surveillance, alongside colleagues Thomas Drake and Kirk Wiebe, the agency's respective former Senior Official and Senior Analyst.

The interview comes on the heels of a series of speeches given by Binney, who has quickly become better known for his whistleblowing than his work with the NSA. In their latest appearance this week, though, the three former staffers suggested that America’s spy program is much more dangerous than it seems.

In an interview with “Viewpoint” host Eliot Spitzer, Drake said there was a “key decision made shortly after 9/11, which began to rapidly turn the United States of America into the equivalent of a foreign nation for dragnet blanket electronic surveillance.”

These powers have previously defended by claims of national security necessity, but Drake says that it doesn’t stop there. He warns that the government is giving itself the power to gather intel on every American that could be used in future prosecutions unrelated to terrorism.
“When you open up the Pandora’s Box of just getting access to incredible amounts of data, for people that have no reason to be put under suspicion, no reason to have done anything wrong, and just collect all that for potential future use or even current use, it opens up a real danger — and to what else what they could use that data for, particularly when it’s all being hidden behind the mantle of national security,” Drake said.

Although Drake’s accusations seem astounding, they corroborate allegations made by Binney only a week earlier. Speaking at the Hackers On Planet Earth conference in New York City earlier this month, Binney addressed a room of thousands about the NSA’s domestic spying efforts. But in a candid interview with journalist Geoff Shively during HOPE, the ex-NSA official candidly revealed the full extent of the surveillance program.

“Domestically, they're pulling together all the data about virtually every U.S. citizen in the country and assembling that information, building communities that you have relationships with, and knowledge about you; what your activities are; what you're doing. So the government is accumulating that kind of information about every individual person and it's a very dangerous process,” Binney said.

Drake and Binney’s statements follow the revelation that law enforcement officers collected cell phone records on 1.3 million Americans in 2011. More news articles are emerging every day suggesting that the surveillance of Americans — off-the-radar and under wraps — is growing at an exponential rate.

Just plain horror: Nigerian man raped by his own five wives to death

In an extraordinary case of jealousy, a Nigerian man - husband of six - was allegedly raped to death by his five spouses as he was paying too much attention to his sixth wife in east-central Benue state.

Uroko Onoja, a wealthy businessman, was having sex with his youngest wife when the other five women attacked him with knives and sticks, demanding that he have sex with all of them at once.

Onoja, who resisted their attack, was overpowered by the women who ordered that the sex march begin with the youngest wife and to continue in that order to the top, Nigeria's Daily reported.

Onoja stopped breathing when the fifth woman was making her way to the bed.

According Onoja's youngest wife, five other spouses ran into the forest realising that their husband is no more.

Village head Okpe Odoh said that the matter had been reported to the police, who have already arrested two of the wives following the incident last week.

This is the time we PULL ourselves from these habits and purify our actions and make them pleasing to the All-Mighty.

Anaheim police have shot dead yet another man just a day after killing 24-year old Manuel Diaz. The previous day's shooting sparked a protest against police brutality that was violently broken up by authorities.

Police say the second shooting took place on Sunday, when anti-gang crime officers spotted a stolen SUV and started chasing it. Three suspects were said to have jumped out of the SUV, with police continuing their pursuit on foot. The men reportedly opened fire at an officer, and the policeman retaliated by shooting dead one of the shooters.

However, eyewitnesses say police shot dead a man who was already handcuffed, OC Weekly reports.

Family friends told the Weekly that the victim was Joel Acevedo, a resident of Anaheim.

Residents on the scene allegedly tried to take photos from a second floor of an apartment block, but police obscured their view with flash lights. The second alleged killing took place a few blocks away from the place where 24-year-old Manuel Diaz was gunned down by police on Saturday.

Cops use rubber bullets and release dog on protesters

In the wake of Diaz's death, roughly 200 people gathered to protest police brutality and pelted cops with bottles.

Police attempted to break up the crowds firing beanbag rounds and tear gas. A shocking video of the riot shows women and children amongst the panicking demonstrator, fleeing for cover.

Footage shows a police dog slipping from an officer’s hand and taking down one of the protesters and biting his arm before being brought under control.


“They just released the dog, and I had my baby and my stroller,” resident Susan Lopez told local television channel KCAL.

Demonstrations have raged in Anaheim since Saturday afternoon when Diaz died of his wounds after being shot by cops.

On Sunday enraged protesters stormed the local police station amid chants of “no justice, no peace” and "cops, pigs, murderers."

Two officers spotted three men, one of whom was Diaz, acting suspiciously in an alleyway, the police's account of the story says. The men tried to run from police, but one of the officers gave chase and fatally shot Diaz next to an apartment complex.

A video showing the moments right after the shooting has emerged on YouTube. The video also shows that Diaz’s head was covered in blood, raising doubts about whether the police’s actions were justified. There have also been complaints online that police did not do enough to help the wounded Diaz, who apparently was still twitching at the beginning of the video.

The video’s description says that the witness who took the video has chosen to remain anonymous over fear of reprisals.
